DHS releasing illegal immigrants before sequester

(AP) ? A week before mandatory budget cuts go into effect across the government, the Department of Homeland Security has started releasing illegal immigrants being held in immigration jails across the country, Immigration and Customs Enforcement said Tuesday.

Gillian Christensen, an ICE spokeswoman, said ICE has reviewed "several hundred cases" of immigrants being held in jails around the country and released them in the last week. They have been "placed on an appropriate, more cost-effective form of supervised release," she said.

Christensen said the agency's "priority for detention remains on serious criminal offenders and other individuals who pose a significant threat to public safety." She did not say how released immigrants were selected or what jails they were released from.

Tuesday's announcement of jail releases is the first tangible impact of the looming budget cuts for DHS.

The Obama administration has been issuing dire warnings about the impact of the sequestration and DHS Secretary Janet Napolitano told reporters at the White House Monday that across-the-board cuts would impact the department's core operations, including border security and airport screening operations.

She also warned that DHS might not be able to afford to keep the 34,000 immigration jail beds mandated by Congress. On average last week, there were 30,773 people being held in ICE jails.

"I don't think we can maintain the same level of security at all places around the country with sequester as without sequester," said Napolitano, adding that the impact would be "'like a rolling ball. It will keep growing."

According to the National Immigration Forum, it costs the government about $164 a day to keep an illegal immigrant facing deportation jailed. In a report on immigration detention costs last year the advocacy group said costs for supervised release can range from about 30 cents to $14 a day.

Republicans lawmakers decried the releases Tuesday.

"It's abhorrent that President (Barack) Obama is releasing criminals into our communities to promote his political agenda on sequestration," House Judiciary Committee Chairman Bob Goodlatte. "By releasing criminal immigrants onto the streets, the Administration is needlessly endangering American lives. It also undermines our efforts to come together with the Administration and reform our nation's immigration laws."

The administration asked for about $1.96 billion for immigration jail operations in the last budget. It amounts to about $5.4 million a day, according to the National Immigration Forum's report.

Christensen said Tuesday that released immigrants will still face deportation proceedings.

In our house, we?re at the beginning of all this ? my oldest boy is 11, and my oldest girl is 8. While ?It?s So Amazing? gets pored over ? the illustrations of the babies inside the mothers never fail to enthrall ? I?ve yet to see any sign that anyone is reading those puberty books other than me. Even when I gave my son an excuse (I asked him to compare the two books for me, and because I have reviewed books and asked for their opinion in the past, that?s a fairly standard assignment around here) and some privacy, he didn?t read for long.

I never expected ?Boy?s Guide to Becoming a Teen? to have the pull of ?The Hunger Games,? nor do I need it to replace the conversations (often one-sided) that we?ve been having all along. I did ? and still do ? hope the books might serve as a reference when something happens that someone is reluctant to ask about. I?m sufficiently convinced that that might yet happen to buy the girl versions and give them to my daughter ? but this time, instead of leaving them lying around, I think we may sit down and turn some pages together, and maybe that?s the best thing to do with my younger son as well.

The Quantum Coin: A Simple Look at the 2-State Quantum System

There are many different models that we can use to describe how particles interact with each other in the quantum world.? We can also refer to these models as systems. A system is a set of parts that form a complex whole and has order to it.One of these systems is a two-level or two-state system. This system is sometimes abbreviated as a TLS.

A simple way of picturing this type of system is a coin. A coin is a single object with two sides to it. In the quantum world, the two sides of the coin would have two possible quantum states. A quantum state is a state of a quantized system that is described by a set of quantum numbers. A quantum number is a? number that expresses the value of some property of a particle which occurs in? the quanta

There are several examples of these systems in the quantum world:

Spin. Spin is one of the four basic quantum numbers. It is the intrinsic angular momentum? It defines the spin given to a particle. For the two level system, spin can exists as counter clockwise and clockwise. It can have a value of either +1/2 or -1/2. There is a special name given to these type of particles. They are called fermions. Fermions obey the Pauli Exclusion Principle. This means that no two particles in the same energy level have the same properties or states. Think about the coin, it has a head on one side and a building(or eagle) on the other side.. There are no two same images per coin. This is the same with spin as a two-level system. One particle has a -1/2 spin while the other particle has a +1/2 spin. Protons, neutron, electron, neutrinos, and quarks are all fermions.

The transition? of an atom from an excited state to a ground state . This is not necessarily a quantum system.Because photons are involved, this can be classified as a quantum system and be called an ?atom-light? interaction. Using the coin, you have the excited state on one side and the ground state on the other side. The excited state is where the atom jumps to when energy is added. The ground state is the lowest energy level of the atom.

There are two processes that happen between the ground state and the excited state. These processes are absorption and emission. Absorption happens when the atom absorbs a photon . this causes the atom to become excited. Emission happens when the atom falls to ground state and releases a photon. There are actually two types of emission. There is stimulated emission and spontaneous emission. An example of spontaneous emission would be radioactive decay. An example of stimulated emission is a laser.

The difference between the two types of emission is that stimulated emission requires an induced electromagnetic field. This means that an electromagnetic field has to be introduced to the system to cause emission . Spontaneous emission, on the other hand, occurs naturally. With our coin, we can imagine that the coin has been forced to spin or is infinitely flipping, this action demonstrates how absorption and emission are constantly occurring.

The ammonia molecule. The nitrogen of ammonia has two molecular states. These states are ?up ?and ?down?. Once again, on one side of the coin, you have ?up? and on the other, you have ?down?.These two states are non-degenerate. When something is non-degenerate, it does not have the same quantum energy level. In this situation, when excitation of the molecule happens, vibration is caused by the absorption and re-emission of photons.

This is similar to tossing a slinky back and forth in your hand.This quantum phenomena allows the ammonia molecule to have its pyramidal shape and allows ammonia to be used a source for a special type of? a? laser called a ?maser?.MASER stands for? Microwave Amplification of Stimulated Emission of Radiation.

The qubit. The qubit is used in quantum computing. Like the bit that is used in regular computing, the qubit is the unit of quantum information used in quantum computing. Unlike the bit, the qubit can have a 0 and 1 at the same time. A common example of the two states used in the qubit is polarization. On one side of the coin, there is vertical polarization and on the other, horizontal polarization. You have the value of 0 and perhaps horizontal polarization. While, on the other side, you have the value of 1 and vertical polarization.

The qubit reveals an interesting property about our quantum coin. This property is called superposition. This basically means that two states are existing at the same time. This is also called entanglement. Entanglement is when collective properties are shared. In this case, the collective or common property? is polarization; vertical and horizontal.

The doublet. Doublets are spectral lines of an ionized gas that have been split into two lines under the influence of a magnetic field. The doublet would have +1/2 on one side of the coin and -1/2 on the other side of the coin. The doublet reveals another unique feature about our quantum coin.? This feature is called rotational symmetry. This means that , regardless of how you rotate the coin, the value is still ?.

The concept of the two-level or two-state quantum system is being studied more as researchers seek to refine the idea of quantum computing. Though there are systems other than the qubit. The other systems have helped researchers understand how to manipulate and develop the qubit.

Zynga Closes Baltimore Office, Consolidates in Texas, New York

zynga logoZynga is cutting costs further by closing its Baltimore studio and consolidating its presence in New York City and Texas. The moves follow a series of cost-cutting efforts that saw the closure of the Boston and Tokyo offices along with layoffs for about 5 percent of the company’s workforce. Those moves allowed the company to save $25 million last quarter. In today’s changes, Zynga is consolidating the McKinney, Texas office, which came out of the very successful Newtoy acquisition back in 2010. The company is?moving the 30 or so employees there to Dallas, which is an hour away. The studio’s leaders and Newtoy’s founders Paul and David Bettner left in the last year as their “With Friends” line of games had a strong run under Zynga. Zynga is also closing the Baltimore studio, which was behind CityVille 2. Zynga recently shut that game down after it didn’t live up to expectations as a follow-up to the original CityVille. The company is also closing down one of its Austin offices and moving those employees to North Austin. Zynga’s New York City offices will also get moved to the company’s mobile studio in the city. The company says that fewer than 1 percent of the company’s employees will be affected. Zynga chief operations officer David Ko said in a statement: ?In an effort to leverage resources as we focus on creating franchises and driving profitability, Zynga has made changes to four of our US offices. We are closing the McKinney, Texas and downtown Austin offices and relocating those teams near-by to our existing Dallas and North Austin offices. And, we will be consolidating our NYC offices to move staff to our NYC mobile studio. Also, as a part of today?s changes, the Baltimore studio will be closed. While these decisions are always difficult, these steps will affect approximately 1% of our workforce and enable us to focus our resources on the most significant growth opportunities.?

According to Mark Maske and Mike Jones of the Washington Post, the Redskins are spreading the word in Indianapolis that they?re considering legal action aimed at delaying the start of free agency while litigation proceeds regarding the question of whether the Redskins? legal rights were violated.? The Redskins are telling agents that any contract talks will be delayed until the situation is resolved.

If the Redskins proceed, it would be a big deal.? And if they delay the start of free agency until their claims are resolved, it would be a huge deal.

We addressed the situation a couple of weeks ago, reporting that the Redskins were still upset about the situation but explaining that their options are limited.? They could bebluffing about going to court in order to get, for example, half of their cap money back (i.e., the $18 million that would apply to this year?s cap).? But the NFL could choose to call their bluff and go to court.

Either way, Daniel Snyder could be inching toward ground previously occupied by the late Al Davis:? Snyder could soon be suing his partners.

Authorities think Chinese were behind cyberattack on Aspen Institute

? The Aspen Institute is the latest U.S. organization to see some of its email accounts targeted in the purported wave of Chinese cyberattacks.

Three of the institute's estimated 350 email accounts were broken into, said Trent Nichols, director of information technology and services for the think-tank, which keeps its headquarters in Washington, D.C., and holds a strong presence in Aspen. The accounts belonged to high-ranking institute officials.

Nichols said institute President and CEO Walter Isaacson was one of the victims. He declined to identify the other two.

?Walter has made no secret about this,? Nichols said. ?His reaction was pretty much that anything he says is public knowledge, and he doesn't consider anything in his inbox privileged or confidential.?

Oscars are big night for advertisers

The Academy Awards is nicknamed "prom for Hollywood," but it isn't just the biggest night of the year for Hollywood star-watching ? it's also one of the biggest live TV events of the year, which means an ad goldmine for ABC (owned by Disney).

Perhaps the most apt nickname for the Oscars is "the Super Bowl for women," because it's one of the most important events of the year for advertisers ? arguably the best occasion to reach a captive audience of women. ABC, which broadcasts the event, said it saw the highest demand for Oscar ads in over a decade.

The average 30-second spot sold for between $1.65 million and $1.8 million, the highest prices since 2008, when ads averaged $1.7 million. That means this year ABC will bring in about $85 million in ad revenue, more than it has in over a decade.

Why are live events more valuable? In a word: Twitter. Chatter on Twitter and Facebook is driving more people to be part of the conversation and watch in real time, which means they're watching ads.

And this year ABC is looking to grow the social conversation with a new interactive app and Facebook ballot, which allows movie fans to watch and comment on the show with their friends.

TBILISI, DFWatch?Tbilisi Mayor Gigi Ugulava was charged with money laundering and embezzlement of the city?s money, but not detained.

Politicians from the United National Movement party of President Mikheil Saakashvili on Friday hastily left parliament Kutaisi and headed for Tbilisi after the investigation service of the Ministy of Finance issued a statement accusing him for abuse of public funds.

After leaving the office of the investigative service on Saturday, Ugulava said he ?cannot understand what the charges are for?, but he was given ?some papers? which he would read later.

His supporters and members of the UNM had gathered outside the investigative service half an hour before the mayor appeared. Among participants there were leaders of the UNM and former government officials, including Giga Bokeria, Secretary of the Security Council, Vano Merabishvili, Secretary General of the UNM party, MP Goka Gabashvili and others.

Tens of police cars and policemen were posted at the entrance to the building, and in nearby streets, to avoid any incidents.

Ugulava?s lawyer Gogita Gabaidze told journalists that during the questioning his client used his right to remain silent.

Giga Bokeria, Secretary of the Security council, who was present at the gathering of solidarity to Ugulava said that Bidzina Ivanishvili, the Prime Minister, has a ?declared goal? of destroying the opposition.

?Mr Ivanishvili thinks in short-term perspectives and today he tries to destroy the opposition,? he said, adding that this is a very dangerous process, but he is sure that ?this goal can never become true.?

This is the third time parliament members from the UNM have left their work in parliament and gone to the capital to protest against ?political persecution.?

The MPs claim that the government is continuing its ?political terror.? They didn?t specify when they will return to parliament, but in the past their protests have tended to last about a week.

First time they left Kutaisi was after the detention of Bacho Akahalaia, a former defense minister.

EU Commission could consider giving France more time on deficit

BRUSSELS (Reuters) - The European Commission is considering giving France more time to bring its budget deficit below EU limits and will likely decide in May, the EU's top economic official said on Friday.

"In France, the recovery is now expected to be delayed, which has repercussions on public finances and we now expect a deficit of 3.7 percent of GDP this year," EU Economic and Monetary Affairs Commissioner Olli Rehn told a briefing.

Rehn said if the Commission's studies show France has made a big enough effort on its structural deficit, it would get until 2014 to meet the 3 percent target, rather than this year. "We shall revisit this matter in May," Rehn said.

The bloody sock worn by ex-Boston Red Sox pitcher Curt Schilling during the 2004 World Series could fetch up to $600,000 at auction.

The sock will go up for live auction on Friday in New York by Texas-based Heritage Auctions.

A spokesman for the auction house predicts the bloody garment will fetch some significant cash.

'This is obviously the first time we've ever offered a sock at auction,' Chris Ivy, Director of Sports Auctions for Heritage, told CNBC.

'But it relates to a very significant moment in the World Series.'

Schilling was wearing the sock when he pitched the baseball championship game on October 24, 2004 with a damaged tendon, which led to the bleeding.

Though he could barely walk, he pitched six innings, only allowing a single run.

That Game 2 victory over the St. Louis Cardinals paved the way for the Red Sox to secure their first championship in 86 years, ending the 'Curse of the Bambino' that has hung over the Boston team since 1918, when the Red Sox sold star slugger Babe Ruth to the Yankees.

The sock previously had been on loan to the National Baseball Hall of Fame and Museum.

It has been at Heritage's Dallas headquarters for several weeks and on display at the auction house's Manhattan office before it is sold.

Schilling is putting the sock up for auction given the retired MLB star has not found success in his post-baseball career.

Schilling's company, 38 Studios, was lured to Providence, Rhode Island, from Massachusetts with a $75million loan guarantee in 2010.

In May, it laid off all its employees and it filed for bankruptcy in June.?

The state is now likely responsible for some $100million related to the deal, including interest.

Schilling also had personally guaranteed loans to the company and listed the sock as bank collateral in a September filing with the Massachusetts secretary of state's office.

He has said he invested as much as $50million in 38 Studios and has lost all his baseball earnings.

He told WEEI-AM in Boston last year that possibly having to sell the sock was part of 'having to pay for your mistakes.'

'I'm obligated to try and make amends and, unfortunately, this is one of the byproducts of that,' he told the station.

The bloody sock is one of two that sent Schilling into the annals of baseball lore in 2004.

The other was from Game 6 of the American League Championship Series, when Schilling pitched against the New York Yankees with an injured ankle.

That sock is said to have been discarded in the trash at Yankees Stadium.

The hall had had the sock since 2004.

Heritage last May auctioned off the so-called 'Bill Buckner ball,' which rolled through the legs of the Red Sox first baseman in the 1986 World Series.

Ivy said that item, like Schilling's sock, was listed at the time as being expected to bring in '$100,000-plus,' but it was sold to an anonymous bidder for $418,000.

'We wouldn't be surprised to see this do something in that range,' he said, estimating the sock could be sold for as much as $600,000.

Body of Canadian woman found in hotel water tank

LOS ANGELES (AP) ? Canadian tourist Elisa Lam had been missing for about two weeks when officials at the historic Cecil Hotel in downtown Los Angeles found her body in a water cistern on the hotel roof.

Guest complaints about low water pressure prompted a maintenance worker to make the gruesome discovery Tuesday, and officials were trying to determine if the 21 year old was killed or if her death was just a bizarre accident.

The discovery of Lam's body called into question the safety of the hotel's water. She was found in one of four cisterns that provide guests with water for washing and drinking. Los Angeles County Department of Public Health officials issued a do-not-drink order while a lab analyzes the hotel water, said Terrance Powell, a director coordinating the department's response. The results of the lab tests were expected to be released Thursday.

Powell said the likelihood of contamination is minimal given the large amount of water the body was found in, but the department is being extra cautious.

LAPD Sgt. Rudy Lopez called Lam's death suspicious. Before she died, hotel surveillance footage showed her inside an elevator pushing buttons and sticking her head out the doors, looking in both directions.

Lam, of Vancouver, British Columbia, traveled alone to Los Angeles on Jan. 26 and was last seen five days later by workers at the 600-room hotel near Skid Row.

The cisterns are on a platform at least 10 feet above the roof. To get to the tanks, someone would have to go to the top floor then take a staircase with a locked door and emergency alarm preventing roof access.

Another ladder would have to be taken to the platform and a person would have to climb the side of the tank. Lopez said there are no security cameras on the roof.

Lam intended to travel to Santa Cruz, about 350 miles north of Los Angeles. Officials said she tended to use public transportation and had been in touch with her family daily until she disappeared.

The $65-a-night Cecil Hotel was built in the 1920s and refurbished several years ago. The hotel is on Main Street in a part of downtown where efforts at gentrification often conflicts with homelessness and crime. It had once been the occasional home of infamous serial killers such as Richard Ramirez, known as the Night Stalker, and Austrian prison author Jack Unterweger, who was convicted of murdering nine prostitutes in Europe and the U.S., the Los Angeles Times reported.

By noon Wednesday, the Cecil Hotel had relocated 27 rooms used by guests to another hotel, but 11 rooms remained filled, Powell said. Those who chose to remain in the hotel were required to sign a waiver in which they acknowledged being informed of the health risks and were being provided bottled water, Powell said.

British tourist Michael Baugh and his wife said water had only trickled from the tap for days before the body was found.

"The moment we found out, we felt a bit sick to the stomach, quite literally," Baugh said.

Baugh and his wife, who were on their first trip to the U.S., had planned to go to SeaWorld on Wednesday. Instead, they were trying to find a new hotel. Their tour agency placed them in another downtown hotel with a less than sterling reputation, from what they heard.

"We're just going from one dodgy place to another," Baugh said, resigned, "but at least there's water."

The official MLB At Bat 2013 app has been updated in time for spring training with a new payment structure and several interface improvements. First up is the new payment methods, which in every case will save users money. The app is now free for download, with a $20 flat rate in-app purchase to get live gameday audio and premium features -- from Spring training all the way through the World Series. Previously, it was a paid download and then also a separate purchase for the premium features. If you're a MLB.tv premium subscriber, you can simply log in and receive all of the premium content and features as part of your package.

Having a basic log-in and one-time purchase method also means that you only pay once to get the content on all of your devices, which is a big plus to the model. On the interface side, the UI for phones is improved in several places, mainly in the individual team and news pages. We knew way back at CES that Qualcomm had a few lower-end chips up its sleeve, but now it's official: the Snapdragon 400 and 200 have been formally detailed in a company blog post thrown up today. Following in the footsteps of the high-end Snapdragon 800 and 600, these units are being aimed at "the mid-tier and entry level smartphone segments." The 400 options include dual Krait CPUs running at up to 1.7GHz per core, quad ARM Cortex-A7 CPUs humming along at up to 1.4GHz per core, and an Adreno 305 GPU. (AP) ? Drug overdose deaths rose for the 11th straight year, federal data show, and most of them were accidents involving addictive painkillers despite growing attention to risks from these medicines.

"The big picture is that this is a big problem that has gotten much worse quickly," said Dr. Thomas Frieden, head of the Centers for Disease Control and Prevention, which gathered and analyzed the data.

In 2010, the CDC reported, there were 38,329 drug overdose deaths nationwide. Medicines, mostly prescription drugs, were involved in nearly 60 percent of overdose deaths that year, overshadowing deaths from illicit narcotics.

The report appears in Tuesday's Journal of the American Medical Association.

It details which drugs were at play in most of the fatalities. As in previous recent years, opioid drugs ? which include OxyContin and Vicodin ? were the biggest problem, contributing to 3 out of 4 medication overdose deaths.

Frieden said many doctors and patients don't realize how addictive these drugs can be, and that they're too often prescribed for pain that can be managed with less risky drugs.

They're useful for cancer, "but if you've got terrible back pain or terrible migraines," using these addictive drugs can be dangerous, he said.

Medication-related deaths accounted for 22,134 of the drug overdose deaths in 2010.

Anti-anxiety drugs including Valium were among common causes of medication-related deaths, involved in almost 30 percent of them. Among the medication-related deaths, 17 percent were suicides.

The report's data came from death certificates, which aren't always clear on whether a death was a suicide or a tragic attempt at getting high. But it does seem like most serious painkiller overdoses were accidental, said Dr. Rich Zane, chair of emergency medicine at the University of Colorado School of Medicine.

The study's findings are no surprise, he added. "The results are consistent with what we experience" in ERs, he said, adding that the statistics no doubt have gotten worse since 2010.

Some experts believe these deaths will level off. "Right now, there's a general belief that because these are pharmaceutical drugs, they're safer than street drugs like heroin," said Don Des Jarlais, director of the chemical dependency institute at New York City's Beth Israel Medical Center.

"But at some point, people using these drugs are going to become more aware of the dangers," he said.

Frieden said the data show a need for more prescription drug monitoring programs at the state level, and more laws shutting down "pill mills" ? doctor offices and pharmacies that over-prescribe addictive medicines.

Last month, a federal panel of drug safety specialists recommended that Vicodin and dozens of other medicines be subjected to the same restrictions as other narcotic drugs like oxycodone and morphine. Meanwhile, more and more hospitals have been establishing tougher restrictions on painkiller prescriptions and refills.

One example: The University of Colorado Hospital in Aurora is considering a rule that would ban emergency doctors from prescribing more medicine for patients who say they lost their pain meds, Zane said.

In what seems to becoming a trend in Europe of slight affirmation of gay and lesbian relationships, an auxiliary bishop from Malta recently reprimanded a Catholic who negatively characterized those relationships as based on lust.

PinkNews.co.uk reports:

?Malta?s Auxiliary Bishop, Charles Scicluna, has stepped in to condemn a provocative letter written by zealous Catholic churchgoer Joe Zammit who claims there can only be lust and not love between gay people.

?Bishop?Scicluna told the Sunday Times of Malta: ?Joe Zammit has managed to do a great disservice to the Catholic ethos by presenting a caricature of the Church?s teaching on gay relationships.? ?

Bishops Scicluna did not endorse marriage between gay and lesbian couples, but his comments reflect a new awareness on the part of some bishops in expressing respect and positive regard for gay and lesbian relationships:

?Bishop Scicluna maintained that ?Gay people are not called to marriage which is the permanent union between one man and one woman open to the gift of parenthood,? but then added, ?they are indeed called to chaste friendship and chaste friendship is chaste love.?

? ?To say, as Mr Zammit keeps harping, that ?there can never be love but only lust between homosexuals? is to deny the truth of what the Church teaches.? . . .

?Bishop?Scicluna felt compelled to step in and dismissed Mr Zammit?s comments saying his opinion ?does not represent the teachings of the Church.? ?

Bishop Scicluna joins the French bishops, British Bishops, and a Vatican official who recently made similar comments regarding respect for gay and lesbian couples.

Let?s hope and pray that American bishops will soon follow suit. ? It will be a giant step forward if bishops can refrain from their inaccurate rhetoric which unilaterally disparages gay and lesbian couples.
